In front of the CPPCC National Committee in Guizhou, in-depth investigation and research were carried out, opinions and suggestions were widely heard, and proposals were actively submitted to the Second Session of the 14th CPPCC National Committee.

Guizhou is an important ecological barrier in the upper reaches of the Yangtze River and the Pearl River, and plays a prominent role in the national forest ecosystem. "Green Guizhou" has left a deep impression on many people.

At this year's two sessions of the National People's Political Consultative Conference, Ran Xia, member of the Standing Committee of the National People's Political Consultative Conference, vice chairman of the Provincial People's Political Consultative Conference, and chairman of the Guizhou Provincial Committee of the Chinese People's League, with her observation and reflection on further improving the quality of Guizhou's forest resources, submitted the Proposal on Increasing Support for the Restoration of Degraded Forests to the second session of the 14th National People's Political Consultative Conference.

Since the 13th Five Year Plan, the growth rate of Guizhou's total forest resources has obvious advantages nationwide. However, due to karst terrain, invasion of diseases and pests and other reasons, Guizhou has problems such as uneven distribution of forests, forest degradation, and forest quality needs to be improved.

Ran Xia analyzed the current situation in the proposal. The first is the uneven distribution of forests. The forest resources in Guizhou are concentrated in the southeast, east and south, while the forest coverage in the middle, west and southwest is low. The second is serious forest fragmentation. According to statistics, there are fewer forests with a continuous distribution area of more than 100 hectares in Guizhou, and the average area of forest sub classes is less than 3 hectares. The forest area is small and scattered, resulting in weak self repair ability and easy forest degradation. In particular, it is necessary to strengthen the implementation of projects such as the restoration and improvement project of degraded forests.

It is worth mentioning that Guizhou has received the policy dividend of the XGF No. 2 Document for the restoration of degraded forests in the context of ecological construction. The Opinions of the State Council on Supporting Guizhou to Strive a New Road in the Western Development in the New Era, issued by the General Office of the State Council, proposed to support Guizhou Province to "implement the precise improvement project of forest quality, deepen the construction of national reserve forests, speed up the transformation of low yield forests, safely explore the pilot project of optimizing and adjusting the structure of artificial commercial pure forest species, and vigorously develop the under forest economy."

How can we help provinces with lower forest quality in the upper reaches of the "two rivers", such as Guizhou, to better improve forest quality? Ran Xia put forward two suggestions in the proposal.

"We sincerely invite the state to vigorously implement the project of benefiting people through forest management and guide the improvement of forest classification. The National Development and Reform Commission and the Ministry of Finance have increased the support for ecological protection and restoration projects in key regions, as well as special projects to precisely improve forest quality, such as the construction of national reserve forests and the transformation of low yield and low efficiency forests, to constantly improve the forest quality in the upstream provinces of the 'two rivers', including Guizhou, and to build a solid ecological security barrier in the upstream of the Yangtze River. " Ran Xia said.

She also suggested that the Ministry of Finance should increase the investment support within the central budget, the National Development and Reform Commission should give preference to relevant provincial projects in the special investment in ecological protection and restoration of key regions, and the State Forestry and Grassland Administration should give policy support in the identification of degraded forest restoration objects, such as degraded shrubbery, to drive Guizhou and other "two rivers" Provinces with lower forest quality in the upstream continuously improve the forest quality, and further strengthen the protection of the ecosystem in the upper reaches of the Yangtze River.
