Agricultural mechanization is an important measure to promote agricultural and rural modernization and accelerate the construction of a powerful agricultural country. In recent years, the Ministry of Agriculture and Rural Affairs and other national ministries and commissions have conscientiously implemented the spirit of Guo Fa [2022] No. 2 Document, supported Guizhou to accelerate the construction of "the pilot area for the R&D, manufacturing, promotion and application of small machinery in hilly and mountainous areas", and rapidly improved the level of agricultural mechanization in Guizhou, providing strong support for improving the quality and efficiency of grain and oil production.

"While accelerating the development, there are still some problems in Guizhou's agricultural mechanization." Yang Tongguang, member of the National Committee of the Chinese People's Political Consultative Conference, vice governor, and chairman of the Guizhou Provincial Committee of the Jiusan Society, pointed out that because the cultivated land is "steep, broken, and scattered", which is not conducive to the use of large and medium-sized agricultural machinery, Guizhou's agricultural machinery promotion is facing difficulties such as "inorganic availability", "no good machine use", and "organic difficulty", The current central subsidy policy for agricultural machinery purchase is quota subsidy, while machines and tools suitable for operation in hilly and mountainous areas are more expensive than models of the same specification, and the low subsidy proportion leads to weak purchase intention.

In order to promote the solution of these problems, Yang Tongguang submitted the Proposal on Accelerating the Development of Agricultural Mechanization to the Second Session of the 14th CPPCC National Committee and put forward three targeted suggestions.

How to get through the "last meter" of agricultural machinery going up and down the mountain? He believes that first of all, we should increase investment in high standard farmland construction.

"At present, the construction of high standard farmland includes farmland irrigation and drainage, road access, land leveling and many other aspects, but according to the current overall investment situation, it is still impossible to complete all the construction contents. For example, although some farmland has completed the construction of irrigation and drainage facilities and land leveling, but no machines and tools have been built into the farmland, the accessibility of fields and fields is not high, and it is difficult for agricultural machinery to work in the field, and the operation efficiency is low." Yang Tongguang suggested that the national level should increase investment in the construction of high standard farmland in hilly and mountainous areas, and comprehensively improve the suitability of farmland.

For hilly and mountainous areas, we should also strengthen the research, development, manufacturing, promotion and application of small agricultural machinery, and strive to improve the applicability of agricultural machinery.

In the proposal, he suggested supporting Guizhou to build an integrated promotion zone for research, development, manufacturing, promotion and application of mountain intelligent agricultural machinery, and supporting Guizhou Zhanyang Heavy Industry, Guizhou Mountain Intelligent Agricultural Machinery Industry Development Co., Ltd. and other enterprises to strengthen the research, development and manufacturing of general power equipment suitable for hilly and mountainous areas, small high-performance planting and harvesting machines and tools, Introduce and produce agricultural machinery and equipment suitable for hilly and mountainous areas, such as rice transplanter, rice planter, rape transplanter, soybean and corn compound planter, research and develop and improve power machinery suitable for small plots and large slopes, light and simple operating machinery suitable for heavy sticky soil, wet and rotten plots, and agricultural machinery and tools urgently needed for the development of Guizhou characteristic industries, such as pepper, rosa roxburghii, tea, etc, Support projects, technologies and other aspects, coordinate and help solve the problems encountered in the work of tackling key technologies, maturing and finalizing, and promoting applications.

With good agricultural machinery, how to guide more farmers to be willing to use it requires policy efforts and continuous optimization and improvement of agricultural machinery support policy support.

Yang Tongguang suggested giving financial support to Guizhou's construction of a pilot area suitable for the R&D, manufacturing, promotion and application of small machinery in hilly and mountainous areas, implementing preferential policies such as optimizing machinery and subsidies for complete sets of equipment, and increasing the proportion of subsidies for high-performance soybean and corn planters, rice seedling transplanters, and complete sets of tea processing equipment suitable for operations in hilly and mountainous areas, Stimulate the enthusiasm of cooperatives and farmers to purchase machines.
