As China's opening up continues to expand, the initiative of jointly building the "Belt and Road" continues to advance, the construction of the China ASEAN Free Trade Area continues to upgrade, the inland open economic pilot area and the new land sea channel in the west continue to develop, and the path of the western region's external development becomes clearer.

Guizhou Province is located in the hinterland of Southwest China, and is one of the inland open economic pilot areas. Guiyang City and Zunyi City in Guizhou Province are listed as important node cities of the new land sea channel in the west. On the new journey, Guizhou Province is more eager for talents than at any time in history.

This year, Jiang Yang, member of the National Committee of the Chinese People's Political Consultative Conference and dean of the College of Physics of Guizhou University, submitted proposals to the second session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), focusing on cultivating the internationalization ability of doctoral students in the western region.

Jiangyang suggested that more efforts should be made to support the cultivation of doctoral students in the western region, so as to lay a solid foundation for meeting the diversified needs of talents for foreign related construction and open development in the western region. On the one hand, we should further increase the construction of doctoral programs and doctoral indicators in western provinces, and ease the difficulties in introducing high-level talents in western regions through independent talent training in western regions. On the other hand, it is hoped that the China Scholarship Council will set up special support plans for the western region, including short-term study visits, participation in international academic conferences, cooperative research, joint doctoral training and other categories, to improve the international vision of doctoral students in the western region. At the same time, universities in the western region are encouraged to establish close cooperation with well-known foreign universities and research institutions, promote joint doctoral training programs, and meet the diversified needs of talents under the current situation.
