First, give full play to the strategic position and hub advantages of Guizhou in the new development pattern, encourage and support central enterprises to settle more regional headquarters, research and development bases, marketing centers, settlement centers, branches, etc. in Guizhou, layout key links of the industrial chain in Guizhou, and help introduce more upstream and downstream enterprises in the industrial chain. We will accelerate the transformation of scientific and technological innovation achievements in Guizhou, support the introduction of scientific and technological innovation talents and teams in Guizhou, and help Guizhou accelerate its progress towards a new stage of innovation driven development. Second, encourage and support central enterprises to continue to deeply participate in infrastructure construction in Guizhou, and jointly build a modern infrastructure system that is complete, efficient, practical, intelligent, green, safe and reliable. Encourage central enterprises to pursue the improvement of people's wellbeing, vigorously develop Guizhou's characteristic advantageous industries, and consolidate and expand the achievements of poverty alleviation. 　　 To promote high-quality development of an open economy, we need to accelerate the cultivation of port opening and the construction of special customs supervision areas and Guiyang Comprehensive Bonded Area. First, we should actively serve and integrate into the national development strategy, continue to optimize the port business environment, open up to the outside world at a higher level, help promote the high-quality development of the "Belt and Road", open up a new win-win situation for cooperation, and promote domestic and international double circulation. Second, Guiyang Customs should adhere to reform and innovation, carry out exchanges and cooperation with customs along the "Belt and Road" and the Guangdong Hong Kong Macao Greater Bay Area and other places through multiple channels, solidly promote the construction of special customs supervision areas in our province, fully support the development of cross-border e-commerce, bonded repair and remanufacturing, bonded financial leasing and other new business types, and take practical actions to promote our province's integration into the "Belt and Road" construction. Third, Guiyang Comprehensive Bonded Area should accurately grasp the functional orientation of the Comprehensive Bonded Area, focus on building electronic information manufacturing and software service industry, new material and advanced equipment manufacturing industry, imported grain and oil and food processing industry, and accelerate the formation of a gateway hub for opening up to the outside world.
