The establishment of a long-term care insurance system is a major decision and deployment made by the CPC Central Committee and the State Council to actively respond to the aging population, and a major institutional arrangement for the social security system to remedy the shortcomings.

Data shows that since the pilot program was launched in some cities in 2016, 49 cities have joined the pilot program. By the end of 2022, 170 million people have participated in long-term care insurance, and more than 1.2 million people have enjoyed long-term care insurance benefits.

Liu Ying, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of Guizhou New Cornerstone Architectural Design Co., Ltd., submitted a proposal to the second session of the 14th National Committee of the Chinese People's Political Consultative Conference on the establishment of a full coverage long-term care insurance as soon as possible.

Liu Ying said that on the one hand, we should establish a nationwide long-term care insurance system as soon as possible. On the other hand, we should establish a multi-level insurance system with social long-term care insurance as the main body and commercial supplementary long-term care insurance as the auxiliary.
