We have received your Request for Approval of Land Acquisition and Development Plan in 8 Counties (Cities and Districts) including Qixingguan District (BFC [2021] No. 18). After study, we hereby reply as follows:

1、 In principle, we agree with the 12 land acquisition development plans prepared by 8 counties (cities, districts) including Qixingguan District reported by your city.

2、 Your city should adhere to the new development concept, conscientiously implement the Land Management Law of the People's Republic of China, pay attention to protecting cultivated land, safeguarding the legitimate rights and interests of farmers, focusing on economical and intensive land use, focusing on ecological environment protection, properly handle the relationship between development and protection, organize and implement land acquisition according to law, and promote sustained, stable and high-quality economic and social development.

3、 Qixingguan District, Dafang County, Qianxi City, Jinsha County, Zhijin County, Nayong County, Weining Autonomous County, and Hezhang County should strictly follow the time sequence plan and planned use determined in the land acquisition and development plan, scientifically organize and implement the development of blocks, and give priority to the land for infrastructure, public service facilities, and other public welfare projects, Go through relevant procedures for land use for construction projects according to law. It is necessary to strengthen the connection between the development plan of land expropriation and the overall planning of land space. If the scope of the development plan of land expropriation is not in the concentrated construction area of urban development boundary, the plan should be re prepared according to the approved overall planning of land space and submitted for approval according to the procedures. The land acquisition, supply and utilization shall be recorded in a timely manner.

4、 The Provincial Department of Natural Resources should strengthen the guidance and supervision of the local people's government on land acquisition and development.
