On January 18, the provincial emergency management meeting was held in Guiyang. The meeting stressed that under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we should fully implement the spirit of the Twentieth National Congress of the Communist Party of China, conscientiously implement the spirit of the Central Economic Work Conference, adhere to the people first and life first, strive to create a new situation for the development of emergency management in Guizhou, and ensure high-quality development with high-level safety.

The meeting pointed out that 2023 is the first year to comprehensively implement the spirit of the 20th National Congress of the Communist Party of China. Faced with the severe challenge of the rising risk of various disasters and accidents, under the leadership of the provincial party committee, the provincial government and the ministerial party committee, the provincial emergency management departments press ahead, overcome difficulties, and spare no effort to prevent risks, contain accidents, reduce disasters, strengthen emergency response, ensure safety, and promote development, The situation of work safety and disaster prevention, mitigation and relief in the province is generally stable.

The meeting stressed that, 2024 is the 75th anniversary of the founding of the People's Republic of China and the key year to achieve the goals and tasks of the 14th Five Year Plan. It is a great responsibility and arduous task to do a good job in emergency management.

Work safety should address the root causes. Deeply carry out the three-year action to tackle the root causes of work safety, and promote the province to make up for weaknesses and strengths in safety concepts, safety responsibilities, safety planning, safety rule of law, safety standards, safety science and technology, safety engineering, safety quality and other aspects. Comprehensively strengthen the supervision and management of work safety, strengthen the comprehensive supervision from six aspects, including top-level design, law enforcement supervision, statistical analysis, accident investigation, publicity and training, and emergency rescue, strictly and practically manage the industry directly, and plant your own "responsibility field". Continue to promote the investigation and rectification of major accident hazards, strictly implement closed-loop rectification measures, and ensure dynamic zeroing. Always maintain the high pressure situation of "cracking down on illegal acts" and crack down on all kinds of illegal acts.

Natural disasters should be prevented and treated together. We will carry out a project to improve the ability to respond to natural disasters, and comprehensively improve the ability to prevent, mitigate, and provide disaster relief. We will improve the mechanism for disaster prevention, mitigation and relief, actively promote the integration and establishment of the Guizhou Provincial Committee for Disaster Prevention, Reduction and Relief, and further improve the working mechanisms for consultation, research and judgment, monitoring and early warning, rapid response, emergency linkage, and emergency response. We will give full play to the role of disaster related deliberation and coordination agencies in taking the lead in comprehensive coordination and effectively and orderly responding to all kinds of natural disasters. Flood control and drought relief should comprehensively compact the responsibilities of all parties at all levels, focus on key parts and weak links, strengthen the troubleshooting and rectification of hidden dangers, strengthen disaster response review, carry out desktop exercises and comprehensive drills, and strengthen the linkage between early warning and emergency response. We should strengthen the investigation and control of hidden dangers and monitoring and early warning of earthquake disasters, improve multi-level emergency shelters, and promote the construction of building reinforcement projects and earthquake catastrophe insurance pilot projects in earthquake prone areas. Promote the strengthening of fire source control, field inspection and hidden danger management.

Emergency rescue shall be fast and effective. We will continue to improve the unified command, specialized and regular emergency command mechanism, which is responsive and linked up and down. We will build an emergency command communication network that integrates air, space and earth, and deepen the grassroots practical application of the "one center, three platforms" and "smart emergency" integration terminals. Organize the launch of a new round of emergency plan preparation and revision, accelerate the promotion of the results of the pilot work of the emergency plan system, and promote the "paper-based" and digital emergency plan. Establish and improve the "monthly notification" mechanism for emergency duty and information reporting, and further strengthen and standardize the reporting of emergency information. We will continue to promote the construction of regional emergency rescue centers, continue to strengthen the "one office, one warehouse, one team" in towns and villages and the "one station, one room, one team" in villages, optimize and improve the size, structure and layout of rescue teams, and strengthen the allocation of advanced and applicable equipment. Vigorously improve the emergency management capability at the grass-roots level, and fully integrate emergency management into the grid management services at the grass-roots level. We will continue to advance a batch of emergency relief supplies to grass-roots disaster prone areas, and optimize the emergency supplies reserve system. Accelerate the formulation and revision of laws, regulations and important standards such as the Regulations of Guizhou Province on the Prevention and Control of Natural Disasters and the Safety Regulations of Guizhou Province on Fireworks and Firecrackers. We will improve the mechanism for the whole society to participate in emergency management and vigorously develop the emergency industry.

The new journey shows the new responsibility and new action of emergency management. We must persevere in forging a high-quality and professional contingent of emergency management cadres.

We should be strict with strengthening political construction. Deeply study and implement the important statement of General Secretary Xi Jinping on emergency management, resolutely implement the dual leadership and territorial management system, strictly implement the ideological work responsibility system, implement the standard of good cadres in the new era, and strive to build an iron army of emergency management with good ideas, fine business, strong ability, hard work style, and high quality.

Be diligent in forging excellent skills. Actively carry out practical training and law enforcement competitions for emergency management cadres across the province, optimize the growth path of cadres, promote the construction of incentive security system, improve the professional honor system and reward system for grassroots, and enhance the sense of professional honor and attraction.

We should have the courage to promote self revolution. Intensive discipline education was carried out, the spirit of the eight central regulations and their implementation rules were implemented with perseverance, and the "four styles" were rectified and new styles were fostered.

We should be good at implementing the work. To ensure that the deployment requirements of the provincial Party committee, the provincial government, the emergency department and the Party committee of the department meet the requirements and see the actual results.

The meeting stressed that the provincial two sessions will be held and the Spring Festival is approaching. All regions should continue to implement measures such as major risk safety management and control, dangerous operation promotion management, hidden danger investigation and closed-loop rectification, work safety to crack down on illegal activities, and key positions to stay and guard, so as to create a safe and stable environment for the smooth holding of the two sessions and the happy holiday of the masses.
