Since this year, Guizhou has adhered to the employment priority strategy, implemented the "Six Six Year Plan", strengthened the construction of "one network" for employment services outside and within the province, established and improved the three-tier linkage service system of "provincial headquarters+municipal sub stations+county workstations", strengthened labor cooperation between the east and the west, and jointly built a "one county, one enterprise (multiple enterprises)" rural labor employment base with Guangdong, Promote the construction of labor service brands, select the first batch of 20 provincial excellent labor service brands, such as "Duyun Maojian Technician", take Qianxinan Prefecture and Bijie City as the guide to implement the national public employment service capacity improvement demonstration project, promote the construction of service carriers such as odd jobs market, and promote rural labor force to achieve more full and high-quality employment.  

 

"Small market" of odd jobs, employment and "great livelihood"

The part-time job market is a supply and demand platform for the main body of employment and part-time job seekers, providing them with employment services, and realizing the service position of quick recruitment and flexible employment. Human resources and social security departments at all levels in Guizhou coordinate public service resources, promote the casual labor market to provide workers and employers with "full chain" and "one-stop" services such as policy consultation, post supply and demand, vocational training, recruitment and employment registration, maximize the advantages of the casual labor market, strengthen the collection and release of part-time employment, temporary and phased employment and other casual labor demand information in the vicinity, Realize city level collection, multi-point linkage, unified release and dynamic update of position information.

In accordance with the principles of scientific layout, standardized construction, efficient operation and high-quality service, Guizhou has promoted the construction of service carriers such as odd work markets. It has successively built 146 odd work markets and 2373 odd work stations, serving 1.03 million people in total; 93 county-level employment public service institutions were established, 1514 townships (sub districts) established labor security work institutions, 15555 communities (administrative villages) equipped with labor security staff, 100% of the provincial township (sub district) labor security work institutions, and 86.69% of the village (community) labor security staff.

 

Build labor service cooperation station and strengthen docking and assistance

In order to further promote the cooperation between the East and the West and strengthen the labor export and skills training, Cengong County's labor cooperation workstation in Sanshui District, Foshan City recently visited the "Southern Guangdong Housekeeping" to connect matters related to the cooperation skills training between the East and the West.

The purpose of this visit is to explore how to give full play to the professional advantages of "Nanyue Housekeeping" in the field of domestic service, and jointly carry out targeted skills training projects in combination with the labor resources in the western region, so as to improve the employability and employment quality of the labor force in the western region.

During the visit, the staff of the Labor Cooperation Station fully communicated with the person in charge of "Nanyue Housekeeping", and the other party introduced their rich experience in domestic service training, curriculum, teachers and employment channels in detail. At the same time, the Labor Cooperation Station also explained the current situation and needs of the labor force in the western region, as well as the policy support and objectives and tasks of the cooperation between the eastern and western regions to the "Southern Guangdong Housekeeping". The two sides conducted in-depth discussions on the content of training courses, training methods, training time, employment resettlement after training, and how to carry out "order classes" and other key issues.

At present, the "Nanyue Housekeeping" nail salon training class has been opened in Cengong County. The training adopts a combination of theoretical teaching and practical operation to ensure that students can truly master practical skills and promote the quality and efficiency of employment for the masses.

Guizhou is a big province for migrant workers. There are about 6 million rural labor force working in Guizhou for migrant workers. The wage income of migrant workers is the main source of income increase for farmers, accounting for more than 40% of the disposable income of the whole family. Therefore, it is of great practical significance to do a good job in the employment of trans provincial rural labor force for promoting farmers' income increase and ensuring social stability.

Since this year, the Human Resources and Social Security Department of Guizhou Province, centering on the goal of providing good services for migrant workers, has insisted on promoting the work while conducting research, fully promoted the service work of migrant workers, formulated the Work Plan for Systematic Construction of Guizhou Labor Service Cooperation Station, and the Notice on Further Compacting Responsibilities to Promote the Quality and Efficiency of Labor Service Cooperation Station, Form a three-level linkage service system of "provincial labor cooperation work team" leading the overall leadership and "provincial headquarters+municipal sub stations+county workstations".

At present, there are 136 labor service cooperation stations stationed abroad in the province (including 67 in Guangdong Province, 37 in Zhejiang Province, 13 in Jiangsu Province, 10 in Fujian Province, and 9 in other provinces and cities), and actively carry out services such as visiting enterprises, job recommendation, returning to work, policy consultation, etc. Since this year, the provincial labor cooperation station has collected 106100 pieces of effective job information, contacted 5578 enterprises outside the province, and handled 10894 matters such as rights protection, job search, policy consultation for migrant workers through the "12333" rural labor service line for migrant workers. Relying on the platform of "Guizhou People Do Hometown Affairs" of Guizhou Government Affairs Service Network, 29623 government affairs services were handled in total.
