He Wei pointed out in his speech that the theme of this seminar, "Caring Home Resilient Community", is an important mission of the International Red Cross Movement to improve the survival and development situation of the most vulnerable people and enhance community safety and well-being. In the past 13 years, the Red Cross Society of China has raised a total of 1.4 billion yuan. It has carried out "Caritas Homeland" projects in 6159 urban and rural communities in China, and overseas Caritas Homeland (community development) projects in 16 countries. It has played an active role in helping promote rural revitalization, community governance, private foreign relations, etc., and has developed into close to community needs, popular with the masses The public welfare brand of the Red Cross with broad social influence is a powerful measure for the Red Cross Society of China to consolidate its grassroots foundation and build a "Red Cross Society around the masses".

He Wei stressed that Red Cross Societies at all levels should deeply study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and the important letter spirit of General Secretary Xi Jinping, further reform and innovation, absorb and learn from international advanced experience and practices, summarize and promote domestic typical experience and practices, and contribute more Chinese wisdom and Chinese programs to the International Red Cross Movement. We should further strive for the attention of the government, strengthen communication and cooperation with agricultural and rural sectors, constantly improve the capacity of humanitarian resource mobilization, and write a new chapter in the high-quality development of the charity home project. We should continue to work with the Red Cross partners to promote the overseas charity home project to take root in more countries, benefit people's livelihood and reach the people's hearts.

The seminar focused on the two themes of "resilient community building in the context of climate change" and "resilient community building in the process of new urbanization" for experience sharing and round table discussion.

Before the conference, He Wei met with the heads of delegations of the International Federation of Red Cross and Red Crescent Societies, the International Committee of the Red Cross and the participating countries, and made field research in the Guiyang Tuyunguan Anti Japanese War Memorial Hall of the Red Cross Rescue Corps of China and the Guizhou Red Cross Disaster Preparedness and Relief Service Base.
