On October 23, Xu Lin, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, hosted a symposium in Qiandongnan Prefecture to study how to consolidate and expand the achievements of poverty alleviation through reform and innovation measures and promote the overall revitalization of rural areas. After listening to the speeches, Xu Lin pointed out that it is a major political task to thoroughly implement the important directive spirit of General Secretary Xi Jinping, a major reform measure deployed at the Third Plenary Session of the 20th Central Committee of the Communist Party of China, and a major realistic mission for Guizhou to give play to its advantages and explore experience for the whole country to do a good job in consolidating and expanding the achievements of poverty alleviation and effectively linking reform and innovation with rural revitalization. The whole province should deepen understanding from a strategic and overall perspective, firmly grasp the mission and tasks undertaken by Guizhou, and constantly introduce replicable and promotable reform experience.

Xu Lin stressed that it is necessary to improve the normalization mechanism covering rural population to prevent returning to poverty, accelerate the improvement of big data monitoring system functions, strengthen risk identification and early warning through digital means, and optimize the normalization assistance measures such as industry and employment. We should establish a hierarchical and classified assistance system for low-income people in rural areas and underdeveloped areas, more accurately identify low-income people, and improve bottom-up and development assistance measures; Taking economic, social, natural conditions and other factors into consideration, we will provide targeted support to underdeveloped areas to accelerate their development. It is necessary to improve the long-term management mechanism of national investment to form assets for poverty alleviation, strengthen supervision and management, manage and protect operations by categories, and ensure the stable and healthy operation of assets and continue to play a role. We should learn from and apply the experience of the "Ten Million Project", improve the long-term mechanism to promote the overall revitalization of the countryside, and deepen the construction of "four in the farmhouse and beautiful countryside". We should continue to "strengthen the two bases" around reducing burdens, increasing income, improving quality, expanding channels, and optimizing examinations, so as to provide solid support for comprehensively promoting rural revitalization.
