On April 2, Shi Guanghui, Deputy Secretary of the Provincial Party Committee and Secretary of the Political and Legal Affairs Committee of the Provincial Party Committee, presided over a meeting of the provincial leading group for the implementation of the Bijie High Quality Development Plan, and dispatched and studied the work related to the implementation of the Plan. After listening to the report on relevant work, Shi Guanghui fully affirmed the achievements made in the past year. He pointed out that General Secretary Xi Jinping cared about Bijie very much and made important instructions to Bijie many times, which provided a fundamental basis for the high-quality development of Bijie. The whole province should bear in mind the instructions, firmly shoulder the major political responsibility of building Bijie into a demonstration area for implementing the new development concept, focus on the "three major themes", aim at the goal of "making breakthroughs every year and stepping up the ladder in five years", go all out to promote high-quality development of Bijie, wholeheartedly support the "two establishment" and faithfully implement the "two maintenance" with practical work results.

The meeting stressed that we should speed up the improvement of ecological governance weaknesses, constantly improve the quality of the ecological environment, promote the transformation and upgrading of the development mode, and strive to promote green development to achieve new breakthroughs. Efforts should be made to consolidate the foundation of compulsory education, vigorously develop vocational education, carry out in-depth skills training, improve the level of medical services, and fully promote the development of human resources to achieve new breakthroughs. We should give full play to the role of reform as a "pilot field", deepen the "region+field" paired assistance model, explore the establishment of high-quality development mechanisms, improve social governance and risk prevention mechanisms, and make every effort to promote institutional innovation to achieve new breakthroughs. We should make early efforts to consolidate and expand the achievements of poverty alleviation, solidly promote the construction of "four in the farmhouse and beautiful countryside", promote the continuous income increase of poverty alleviation people, protect the healthy growth of minors, and fully promote rural revitalization to achieve new breakthroughs. All departments at all levels of the province should take the initiative to promote the high-quality development of Bijie and constantly achieve new results.
