On March 28, the provincial county economy high-quality development conference was held in Guiyang. Li Bingjun, Deputy Secretary of the Provincial Party Committee and Governor of the province, attended and delivered a speech. He stressed that it is necessary to thoroughly study and implement the important statement of General Secretary Xi Jinping on doing a good job in county work, earnestly implement the decisions and arrangements of the Central Committee, the Provincial Party Committee and the Provincial Government, strengthen confidence, and work hard to create a new situation of high-quality development of county economy, and lay a solid foundation for high-quality development and modernization of Guizhou.

The key to promoting high-quality development in Guizhou lies in the county, and the potential lies in the county. All local departments should thoroughly study and implement the important directive spirit of General Secretary Xi Jinping's important speech, deeply understand the significance of developing and strengthening the county economy, further enhance the sense of urgency and responsibility, and more vigorously promote the high-quality development of the county economy.

Li Bingjun stressed that it is necessary to focus on key objectives and tasks, and promote the development of county economy to constantly make new breakthroughs. We should adhere to the primary position of industrial development, make good use of resources and advantages such as minerals, energy, markets, human resources, local people and leading enterprises, and accelerate the development and expansion of leading industries; Adhere to the principle of "focusing on the two ends and leading the middle", vigorously improve the level of intensive processing of agricultural products, speed up the revitalization of rural project assets, and promote agriculture "one after another"; Pay more attention to the operation and management of tourism projects, continue to enrich tourism formats, improve service quality, create tourism hotspots through innovation, and constantly improve comprehensive benefits; Strengthen infrastructure support and comprehensively improve the development level of the development zone. We should vigorously promote the urbanization construction with the county seat as an important carrier, focus on improving the planning, construction and management level of the county seat, promote more people to gather in the county seat, strengthen the construction of the county business system, better release the potential of domestic demand, promote rural revitalization, and promote urban and rural integration. We should make every effort to raise funds to strengthen the construction of financial resources, thoroughly implement the package debt program, strengthen the management of financial funds, improve the efficiency of use, and promote debt risk resolution in high-quality development. We should make every effort to hold the bottom line of safety and stability, effectively control major risks and hidden dangers in production safety, firmly build the "first line of defense" to maintain social stability, and ensure that we are responsible, conscientious and effective in guarding the land.

Li Bingjun required that all departments at all levels should work together to implement policies, measures and key tasks, vigorously support grassroots officials to start businesses, continue to promote the reform of expanding power and strengthening counties, improve the fault-tolerant incentive mechanism, and effectively reduce the burden on grassroots. We should constantly improve the ability of grassroots cadres to grasp projects, attract investment, do a good job in mass work, and deal with emergencies under the new situation, so as to create a good environment and provide strong guarantee for promoting high-quality development of county economy.

At the meeting, the Provincial Development and Reform Commission reported the development of county economy in 2023, and the Provincial Department of Industry and Information Technology, the Provincial Department of Finance, Qianxi City, Suiyang County, and Shiqian County made speeches.
