On the morning of January 27, the second session of the 13th Guizhou Provincial Committee of the Chinese People's Political Consultative Conference held its fourth plenary meeting.

585 members should be present at the meeting, and 541 members were actually present, meeting the required number.

Zhao Yongqing, Chairman of the CPPCC Provincial Committee, and Zhao Deming, Li Hanyu, Sun Chengyi, Zhang Guangqi, Chen Yan, Tang Dezhi, Li Jian, and Ran Xia, Vice Chairmen attended the meeting. Zhao Yongqing and Tang Dezhi served as the executive chairman of the fourth plenary meeting. The meeting was presided over by Tang Dezhi.

Chen Jian and Zhang Xin, members of the Party Leadership Group of the CPPCC Provincial Committee and members of the CPPCC Provincial Committee, attended the meeting.

The meeting first adopted the Election Measures for the Second Session of the 13th Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, and the List of Voters and Supervisors of the Second Session of the 13th Guizhou Provincial Committee of the Chinese People's Political Consultative Conference.

According to the election method of the meeting, the meeting adopted secret ballot to elect Zhang Xin as the secretary-general of the 13th Provincial CPPCC and Zhang Meisheng and Zhou Dengtao as the standing members of the 13th Provincial CPPCC.
