"After years of development, Guizhou's digital economy has advantages in policy, computing power, data, industry and so on." Ma Shan, a member of the committee, said in his speech that vigorously promoting new industrialization, developing the digital economy, and accelerating the development of artificial intelligence are important measures to lead the construction of a modern industrial system and promote high-quality development with scientific and technological innovation.

Ma Shan analyzed the advantages of Guizhou in developing digital economy from the aspects of policy, computing power, data and industry. In terms of policies, Guizhou has issued the Implementation Plan for the Marketization of Data Elements in Guizhou Province and Several Incentive Policies for Promoting the Construction of National (Guizhou) Hub Nodes of the National Integrated Computing Network, which clearly define the construction of the national core hub for the circulation of data production factors; In terms of computing power, Guizhou is the national computing power hub node of the "East Counting and West Counting" project layout, and general computing, intelligent computing and supercomputing have been developed as a whole; In terms of data, Guizhou data sharing exchange platform took the lead in accessing the national data sharing hub and providing data services for millions of times; In terms of industry, we will accelerate the building of data centers, intelligent terminals, and data application industrial clusters, and implement the "double thousand fold" action for big data emerging industries.

Facing the new opportunity of "grasping and optimizing the layout of major productive forces and strengthening the construction of the national strategic hinterland", Ma Shan believes that the construction of the national artificial intelligence infrastructure base in Guizhou still needs to solve the problem of "the transformation of the data center from storage to computing is not enough", "the upstream and downstream industries of the data center are not healthy" and "the degree of digital transformation is not deep" New problems such as "insufficient value release of data elements".

Ma Shan puts forward the following suggestions:

Consolidate the foundation of intelligent computing and build a capacity base. Continue to expand the scale of intelligent computing, strengthen services, and promote the efficiency of three major telecom operators, Huawei, Tencent and other large and above data centers; Accelerate the opening of business scenarios of computing power, and build a well used computing power operation scheduling platform and public computing power pool. Build the intelligent computing center into a "four in one" comprehensive platform integrating public computing services, open data sharing, intelligent ecological construction and industrial innovation.

Do deep integration empowerment and create demonstration applications. Focusing on "four innovations", "four modernizations" and "six major industrial bases", adhering to one industry, one policy, one industry, one platform, implementing digital and intelligent empowerment actions, enabling industrial intelligence, government facilitation, urban intelligence, rural digitalization, tourism scene and other innovations, promoting data convergence, and supporting the R&D and application of AI big models.

Strengthen industrial clusters and enhance development momentum. Focusing on three hundred billion level industrial clusters of data center, intelligent terminal and data application, we will carry out industrial ecological investment attraction, focus on promoting the construction of Guiyang Big Data Science and Technology Innovation City, improve the level of digital industry cluster platform, and accelerate the formation of an industrial ecological pattern led by the leader, driven by the chain owner, and driven by the whole chain.

Seize the policy opportunity and create the advantage of the card position. Actively strive to build a national data training base, promote public and industrial data collection, and create high-quality data training sets. Based on the general model, promote the R&D and application of the vertical industry model, and form a unique industry scenario application based on Guizhou and serving the whole country.

Plan for future development and create new growth points. Give play to the advantages of intelligent computing and data, support leading enterprises to improve the level of independent innovation in the supply chain, increase the cultivation of innovative SMEs, help the transformation of cutting-edge disruptive technologies into entrepreneurial enterprises, promote new industries, new models, new drivers, and accelerate the cultivation of new quality productivity.
