Through monitoring, the aim is to comprehensively understand the quality and level of primary education in our city; Guide teachers to reverse wrong disciplinary education behavior, establish a correct view of quality, talent and students, and clarify "who, how and for whom to cultivate people" in classroom teaching; Lead the school to focus on the cultivation of students' comprehensive quality, from focusing on "intellectual education" to focusing on the comprehensive development of "morality, intelligence, physique, beauty and labor" in education and teaching, and better implement the fundamental task of building morality and cultivating people.

The municipal education bureau pointed out that this monitoring focused on the ability of students to solve specific problems with their knowledge in certain situations; Examine students' ability to understand words, extract information, observe and think, judge right and wrong, and flexibly use basic knowledge of various disciplines to deal with practical problems. In the process of preparing for the exam, we advocate inquiry based and cooperative learning, carry out various forms of basic literacy and comprehensive ability training for students, and prohibit simple and crude mechanical training, such as sea combat, which increases students' learning burden excessively.

The Municipal Education Bureau stressed that the comprehensive quality monitoring of sixth graders is an important measure to implement the New National Development Document No. 2, improve the quality of compulsory education, and promote the high-quality and balanced development of compulsory education. All district (city, county) education bureaus should unify their thinking, raise awareness, combine the monitoring work with the high-quality and balanced creation of compulsory education, with the cultivation of strong public schools, and with the standardization of the development of private compulsory education schools, and earnestly implement all work in accordance with the unified deployment of the municipal education bureau.

At the same time, all schools around the country should correctly understand the significance of the comprehensive literacy monitoring of sixth graders in primary schools, standardize the application of monitoring results, and should not include the monitoring results in the evaluation and assessment of primary schools and teachers, nor be used as the basis for personal evaluation and graduation of primary school students, nor as the basis for entering junior high schools and grouping classes.
