Main tasks and measures
(1) Promote the characteristic development of art majors in colleges and universities
1. Clarify the orientation of talent selection and training, and highlight the characteristics of school running. Colleges and universities should, according to the training characteristics of different professional talents and the requirements of professional ability and quality, and in combination with the actual situation of running a school, further identify the orientation of running a school, highlight the characteristics of running a school, build a selection and training system for artistic talents that is compatible with the orientation and characteristics of running a school, and strive to select and cultivate artistic talents with both moral integrity and artistry. Promote the connotation development of art majors in colleges and universities, and cultivate art talents with solid cultural quality and professional foundation.
2. Optimize the layout of art disciplines and reasonably arrange the enrollment plan. Colleges and universities should closely combine the needs of cultural and art undertakings and industries for high-quality art talents, and further adjust and optimize the layout of art majors and reasonably arrange enrollment plans according to the school running orientation, taking into account the school running conditions, teaching staff, employment status and other factors. The majors that do not meet the conditions for running schools, lack of social needs, and have low training quality will be reduced or enrollment will be stopped.
(2) Improve professional examination methods
3. Constantly improve the level and quality of provincial unified examination. On the basis of the current provincial unified examination, further improve and adjust the subjects and contents of the provincial unified examination, and improve the scientific and standardized level of the provincial unified examination. Improve the scoring method of the provincial unified examination, strengthen the scoring management, enhance the differentiation of the examination, and meet the selection needs of different levels and types of colleges and universities. Strengthen the organization and management of provincial unified examination to ensure the safety of the examination. From 2024, the majors of drama, film and television literature, radio and television editing and directing, and aviation service art and management will no longer organize the provincial unified examination. The provincial unified examination is divided into six categories: art and design, music, dance, broadcasting and hosting, watch (guide) performance, and calligraphy. Art examinees can only choose one of these categories to apply for the examination, and cannot apply for the examination concurrently across categories. Among them, music examinees can choose to fill in the unified examination directions of music (music performance) and music (music education) and can concurrently apply. The examination subjects of music examinees are determined according to their choice of unified examination directions of music; Form (director) acting candidates are allowed to fill in the form of performance (drama film and television performance), performance (drama film and television director), and performance (costume performance) in the three professional examination directions.
The content and form of the examination for opera majors shall be in accordance with the relevant regulations of the Ministry of Education.
4. Improve the selection mechanism of evaluation personnel. We will further improve the information database of art professional examiners, gradually realize the co construction and sharing with other provinces and universities, and expand the selection scope of examiners. Under the overall guidance of the Ministry of Education, optimize the composition of the evaluation personnel, gradually increase the number of evaluation personnel, and expand the proportion of personnel outside the province. We will explore the establishment of a special relationship declaration system for the examiners and examinees of art professional examinations. All examiners and examinees who have guidance, guidance or kinship or other interests within the specified time must declare as required, sign a letter of responsibility or commitment for exam safety, and strictly implement the avoidance system. If children or other relatives of leading cadres of each examination site apply for the provincial unified examination for arts majors organized and implemented by this examination site, they must report to the school where the examination site is located, and withdraw from the examination throughout the process.
The Provincial Department of Education should strengthen the cleaning and rectification of education and training institutions and training activities related to the enrollment and examination of art majors in colleges and universities. It is strictly prohibited for school staff, teachers and staff, especially professional teachers, to hold art exam oriented training and promotion activities for college entrance examination alone, jointly or by commission.
5. Further standardize the examination organization and management. Strictly control the examination scoring, improve the professional examination scoring standards, and ensure that the scoring is fair and just.
6. Strictly control the scope of school examination. From 2024, it will no longer be accepted for colleges and universities outside the province to set up examination centers in our province.

For art majors such as art history theory, art management, intangible cultural heritage protection, drama, film science, drama film and television literature, radio and television director, film and television technology, the minimum admission control score of culture is based on the undergraduate level of physics and history, and is directly based on the overall cultural scores of examinees and the comprehensive quality evaluation of ordinary high school students, It will be arranged in the batch of ordinary undergraduate courses, and will be admitted on the basis of merit.

Colleges and universities must write the admission principles of art majors into the enrollment regulations of the university, and select the best candidates within the scope of our province's filing in accordance with the admission principles announced in the enrollment regulations.
8. Gradually improve the requirements for cultural achievements. From 2024, the cultural minimum admission control score line will be set according to the physics and history of the preferred subject. Among them, the broadcasting and hosting category and the performance (drama, film and television director) category are divided according to 85% of the undergraduate level of physics and history of the first choice subjects respectively; Fine arts and design and calligraphy are divided according to 80% of the undergraduate level of physics and history as the preferred subjects respectively; Music, performance (drama, film and television performance), and performance (costume performance) are classified according to 75% of the undergraduate level of physics and history as the first choice subjects respectively; The dance category is divided according to 70% of the undergraduate level of physics and history as the preferred subjects. 10. Implement the main responsibility of colleges and universities. Colleges and universities are the main body responsible for the enrollment of art majors. The main responsible comrades are the first responsible persons, and the responsible comrades are the direct responsible persons. It is necessary to strengthen the leadership of the school's Party committee and improve the school's enrollment leadership mechanism. The work plan and enrollment method of the school's art major examination must be studied and approved by the standing committee of the school's Party committee. It is necessary to give full play to the overall coordination, supervision and management role of the school's enrollment committee or enrollment work leading group, improve the school's rules and regulations on examination and enrollment, clarify the responsibilities of all relevant departments and requirements of all work links, and not simply delegate or transfer them layer by layer.
11. Improve the multi-level supervision and restriction mechanism. Establish and improve a provincial supervision and inspection working group under the unified leadership of the provincial enrollment committee, composed of the education administrative department, enrollment and examination institutions, supervision departments and relevant departments, to supervise the whole process of enrollment of art major examinations. 12. Strengthen the publicity of enrollment information. Enrollment and examination institutions at all levels and colleges and universities should strictly implement the information disclosure system and actively accept social supervision. Colleges and universities should timely and accurately publish information on the official website, such as the school's enrollment regulations, enrollment plans by specialty, examination work plans, enrollment methods, enrollment results, consultation and appeal channels, etc. The Provincial Admission and Examination Institute shall publish information such as admission policies for art majors, provincial unified examination methods, filing rules, consultation and appeal channels in official channels.
13. Strengthen the investigation and punishment of violations. Strictly implement the enrollment policy and strictly abide by the "Ten Prohibitions", "30 Prohibitions", "Eight Basic Requirements" and "Ten Rules for Professional Conduct of College Teachers in the New Era". The staff and examinees who have violated the rules and disciplines in the enrollment of art majors in colleges and universities shall be severely punished in strict accordance with the relevant regulations, and the relevant personnel shall be held accountable. Colleges and universities should strictly carry out the entrance qualification examination and professional retest for freshmen majoring in art. According to the relevant policies and regulations of the Ministry of Education, the Provincial Admission Examination Institute should timely adjust and improve the provincial unified examination for art majors, constantly standardize the organization of the provincial unified examination, and enhance the scientificity and fairness of the examination. All colleges and universities should reasonably set up art majors, scientifically arrange the enrollment and training scale of art majors, and comprehensively improve the quality of talent training of art majors in combination with school running conditions, social needs and other factors. Relevant implementation plans should be announced in advance to give examinees and the society clear and stable expectations.
(3) Strengthen publicity and interpretation.
