In 2024, it is planned to issue 1 trillion yuan of ultra long term special treasury bonds

This year's Government Work Report proposed that from this year on, it is planned to issue ultra long term special treasury bonds for several consecutive years, specifically for the implementation of major national strategies and security capacity building in key areas. This year, 1 trillion yuan will be issued first. Why is it necessary to issue "super long term special treasury bonds" this year? What's the significance of issuing super long term special treasury bonds?

National debt is a kind of government bond issued by the state to raise financial funds. It has the highest credit rating and is recognized as the safest investment tool. In the bond market, it is generally believed that interest rate bonds with a maturity of more than 10 years are "ultra long term bonds". The so-called "special" refers to the national debt issued for a specific purpose with a clear purpose, and the funds need to be earmarked for specific purposes.

This year, China's proactive fiscal policy needs to be "moderately strengthened", mainly to make good use of fiscal policy space, combine and use a variety of policy tools, maintain an appropriate scale of spending, and promote the sustained recovery of the economy.

Experts said that the ultra long term special national debt is aimed at two aspects, one is the implementation of major national strategies, and the other is the construction of security capacity in key areas. These areas are aimed at a relatively long term and are closely integrated with the task of Chinese modernization.

Wu Sa, deputy director of the Economic Research Institute of the Chinese Academy of Macroeconomics, said that, for example, new urbanization, rural revitalization, rejuvenation through science and education, food security, energy security and other aspects, these areas are in urgent need of some medium - and long-term investments. These investments are issued through ultra long term special treasury bonds, because the issuance cycle of treasury bonds is long, these areas produce economic benefits The social benefit cycle is also relatively long, and the two match each other, which can better play the special pulling role of ultra long term national debt.
