On the 26th, the National Copyright Administration, the National Internet Information Office, the Ministry of Industry and Information Technology, and the Ministry of Public Security announced the results of the "Jianwang 2019" special action in Beijing.

It is reported that from May to November this year, copyright law enforcement departments at all levels, together with departments such as Cyberspace, Communications, and Public Security, carried out special rectification in many fields around the current hot and difficult issues of Internet copyright governance, deleted 1.1 million links of infringement and piracy, confiscated 10.75 million infringing and pirated products, investigated and dealt with 450 cases of online infringement and piracy, including 160 criminal cases, involving 524 million yuan, Constantly standardize the online copyright order and create a good online copyright environment to celebrate the 70th anniversary of the founding of New China.

The "Jianwang 2019" special action focused on key areas such as cinema film, media integration and development, streaming media and pictures, carried out special rectification of copyright, strengthened platform copyright governance, investigated and handled a number of major cases of infringement and piracy, and further purified the online copyright environment. Beijing, Hebei, Shanghai, Jiangsu, Zhejiang, Fujian, Jiangxi, Henan, Hubei, Guangdong, Chongqing, Sichuan, Ningxia and other places have successively investigated and handled more than 30 key cases of pirated film recording in cinemas, captured more than 200 suspects, killed 418 pirated film and television websites (apps), and involved 230 million yuan. All regions actively carried out special management of on-demand cinema copyright. Shanghai investigated and handled 22 cases of on-demand cinema infringement, and Hunan investigated and handled 16 cases of on-demand cinema infringement.

The special action actively implements the important deployment of the central government to promote the integrated development of media, focuses on strengthening the copyright protection of mainstream newspapers and networks, investigates and deals with the infringement case of Beijing "Xinhua Silk Road Network" news works, the illegal reprinting case of Jiangsu Wuxi We Media, and the illegal reprinting case of Guangxi Nanning We Media, and severely cracks down on the infringement of copyright of traditional media news works. In terms of strengthening the key supervision of copyright in the picture market and streaming media, Beijing deployed more than 30 million offline infringing pictures, Jiangsu investigated and handled the Xuzhou "7KK Picture Network" infringement case, "Korean TV" App infringement case, Hebei investigated and handled the "pngtree Picture Network" infringement case, Fujian investigated and handled the "Tuya Design Network" piracy picture case, "Di Li Di Li Network" infringement case, and Shanghai investigated and handled the "Renren Video" infringement case App infringement cases, and constantly standardize the copyright order in the field of pictures and streaming media.

The National Copyright Administration strengthened the copyright early warning of cinematic films, expanded the coverage of copyright early warning, published the copyright protection list of 67 key works in 7 batches, carried out key copyright early warning protection for cinematic films such as Wandering Earth, established a joint control mechanism for infringement and piracy websites (App), and deleted more than 30000 pieces of information about infringement and piracy of cinematic films. The National Copyright Administration, together with the National "Anti pornography and Anti illegal" Office, the Ministry of Public Security, the Supreme People's Procuratorate and other departments, jointly listed and supervised 90 major cases of infringement and piracy, and supervised the investigation and handling of key copyright cases in 14 provinces, including Jiangsu and Henan. Various measures have been taken to consolidate the basic work of law enforcement. Jiangsu launched a weekly campaign to combat online infringement and piracy. Hebei built an online infringement and theft clue inquiry platform and a big data platform for copyright registration of works. Shanghai, Zhejiang, Jiangsu, Anhui and other provinces and cities signed the Cooperation Agreement on Jointly Creating a High quality Development Market Environment for Copyright Industry in the Yangtze River Delta Region. Jiangsu Zhejiang and Guangdong jointly carried out copyright enforcement training to strengthen cross provincial law enforcement exchanges, and Guangdong strengthened regional cooperation and departmental cooperation in copyright enforcement in the Pearl River Delta region.

At the meeting, relevant responsible comrades from the Copyright Administration Bureau of the Central Propaganda Department, the National Internet Information Office Network Comprehensive Coordination Management and Law Enforcement Supervision Bureau, the Information and Communication Administration Bureau of the Ministry of Industry and Information Technology, and the Public Security Administration Bureau of the Ministry of Public Security summarized the implementation of the special action, put forward suggestions on the next step of deepening network copyright governance, and released the "Jianwang 2019" Ten major cases of special action.
