Recently, the State Internet Information Office released the Regulations on the Ecological Governance of Network Information Content, which encourages network information content producers and platforms to publish and disseminate information about positive energy content, not to produce and disseminate illegal and bad information, create a good network ecology, protect the legitimate rights and interests of citizens, legal persons and other organizations, and safeguard national security and public interests.

At present, the Internet has been deeply integrated into people's production and life, which has greatly promoted the process of human society. The development of the Internet in China is getting better. According to the statistics of China Internet Network Information Center, as of June 2019, the number of Internet users in China has reached 854 million, the number of mobile Internet users has reached 847 million, and the number of online video users has reached 759 million, ranking first in the world.

With the continuous change of Internet technology and business model, the production and dissemination of network content has become more professional, diversified and intelligent, providing Internet users with more rich, wonderful and practical network information, but also bringing a lot of junk information and harmful information. Some content producers, in pursuit of commercial interests and traffic first, unscrupulously attract people's attention and make hot searches. They cater to the audience with vulgar, false and even harmful content without bottom line, polluting and worsening the network ecology.

The Fourth Plenary Session of the 19th Central Committee of the Communist Party of China clearly proposed to establish and improve a comprehensive network governance system, strengthen and innovate the construction of Internet content, implement the main responsibility of Internet enterprise information management, comprehensively improve the network governance ability, and create a clear cyberspace. The Regulations on the Ecological Governance of Network Information Content points out that strengthening the ecological governance of the network will help foster a positive, healthy and upward looking network culture and safeguard the vital interests of netizens.

The Regulations on Ecological Governance of Network Information Content released this time is highly targeted and operational. The Regulations propose that network content producers should not produce bad information such as "hyping scandal, scandal, and evil deeds". Users, producers and platforms of network information content services shall not carry out illegal activities such as network violence, human flesh search, deep forgery, traffic fraud and account manipulation. Those who violate the regulations and cause damage to others shall bear civil liability according to law; If a crime is constituted, criminal responsibility shall be investigated according to law; If the case does not constitute a crime, the relevant competent department shall punish it in accordance with the provisions of relevant laws and administrative regulations.

The Internet is not a "place beyond the law". We should strictly implement this provision to protect the ecology of cyberspace as well as the atmospheric environment. We will participate in the ecological governance of network information content, jointly build a good network ecology, spread a variety of high-quality network products, remove online haze, and create a clear cyberspace.
