The number of online video users in China has reached 725 million

According to the 2019 Research Report on the Development of China's Online Audiovisual, the number of online video users (including short videos) in China has reached 725 million. The explosive growth of short video also brings many security risks. In recent years, accidental injuries and even deaths caused by the production or imitation of short videos have occurred from time to time, which is distressing.


One of the creators died while shooting the video of "extreme sports". Wu Mou, the anchor of a live broadcast platform, fell down accidentally while recording a video of climbing a high-rise in Changsha two years ago. Recently, the court sentenced the live broadcast platform to compensate Wu's family for their losses of 30000 yuan. Others shot spoof videos with security risks. In May this year, five people, including Wu Moutao, got high hits for taking short videos. They created panic in Shenzhen subway carriages and shouted "Everyone get down, be careful of landmines" and other words. Passengers in the carriages were injured by running in panic. The court recently sentenced the five people to imprisonment ranging from one year to five months of detention for the crime of fabricating false terrorist information.


In addition, some "life tips" videos and difficult action challenges on the video platform have attracted many teenagers, children and even parents to follow suit. In September this year, two teenage girls in Zaozhuang, Shandong Province, imitated a short video program to make popcorn with a pop can. When the pop can was heated with alcohol, it exploded, killing one person and injuring another. In March last year, a father in Wuhan took a two-year-old child to imitate the difficult movements in the short video. As a result, the father made a mistake and the child landed on the head, causing serious spinal cord damage and upper body inactivity.


These tragedies have sounded the alarm bell for the short video industry. This also reminds all parties in the society to guard against short videos with potential safety hazards. First of all, producers of short videos such as dangerous actions and extreme challenges should pay more attention to life safety and avoid hurting themselves and others while attracting attention. In the case of Wu Mou falling from a high altitude, the court held that the main responsibility was Wu Mou himself: as an adult, the possible consequences of the adventure should be clearly foreseen. In addition, producers should bear in mind their own responsibilities as content disseminators, and should consciously bear the obligation of danger warning. They should print words such as "dangerous behavior, do not imitate" on the conspicuous part of the video of "surprise, surprise, danger, difficulty" to prevent misleading the audience.


It is the spread of the network platform that makes the danger or improper behavior of the video anchor come into the sight of more people. All major live broadcast and short video platforms must play the role of "gatekeeper", implement the system of trial before broadcast, strengthen self inspection and self correction, establish a risk warning system, and say no to those videos that take life as the cost and attract attention.


To eradicate dangerous short videos, government supervision cannot lose its place. In addition to the implementation of regulations and systems such as the Management Specifications for Network Short Video Platforms, the Detailed Rules for the Standards of Network Short Video Content Audit, and the recently issued Management Regulations on Network Audio and Video Information Services, law enforcement should also be strengthened. Especially for those who release bad short videos in violation of laws and regulations, both the legal responsibility of the producers and the joint liability of the platform should be investigated. In addition, the supervision department and the network platform can also improve the supervision mechanism and complaint acceptance mechanism of netizens, so that users can participate in the governance of short video chaos. Only through the joint efforts of creators, platforms, governments and users to form a diversified governance pattern can we build a healthy and beneficial short video content ecosystem.
